Wednesday, a U.S. district judge suspended a number of measures in Arizona’s new law to combat illegal immigration, which has thrown more gasoline on the fire, as if the issue needed it. We’ve never cared too much about the immigration issue — the people who care will fight it out and we’ll accept what comes down. But this ruling could have an impact on other states considering similar laws.
In her temporary injunction, Bolton delayed the most contentious provisions of the law, including a section that required officers to check a person’s immigration status while enforcing other laws. She also barred enforcement of parts requiring immigrants to carry their papers and banned illegal immigrants from soliciting employment in public places — a move aimed at day laborers that congregate in large numbers in parking lots across Arizona. The judge also blocked officers from making warrantless arrests of suspected illegal immigrants.
One of those states, naturally enough, is South Carolina. During the last legislative session, Sen. Larry Grooms sponsored a bill crafted on the Arizona legislation, and is looking to file a bill on the issue for next year.
“I’m not going to sponsor legislation that the court has said is unconstitutional,” he said. “But if we find out there legal problems with what Arizona has enacted, we’ll be able to work around it.”
Grooms said a test vote in the Senate on a budget provision that was similar to the Arizona law garnered more than two-thirds support, a sign that such a measure would pass the Legislature.
In a release Wednesday afternoon, Senate President Pro Tempore Glenn McConnell appeared absolutely committed to getting illegal immigration legislation passed, which means that it’s likely that it will be at the top of the list for the 2011 agenda. Considering the heat surrounding the issue nationally, it may define parts of next year’s session not devoted to another tough budget battle.
“We see today’s decision as only the first step in an important legal struggle,” McConnell said. “This ruling will not deter me from continuing to work on this issue. I am committed to continuing full steam to have a bill ready for the Senate and for us to pass a stronger Arizona style immigration bill when we return in January.”
We had the chance to head out to the House/Senate softball game yesterday (or as they were better known, the Amenders and the Filibusters) and — yeah — it was a good time. Props to BlueCross BlueShield for sponsoring the shindig and the Columbia Blowfish organization for running it, since they did a good job on the food and drinks. Just ask Sen. Larry Grooms, who pregamed by noshing on some loaded-up kielbasas (or maybe they were jumbo hot dogs — it was hard to tell). This was the 17th year that elected officials and staffers took the field to have some fun, build some camaraderie and generally get out from under the dome. As is the case, though, these guys and gals wanted to win, so it’s not a stretch to say that the lineups were staff-heavy.
Thankfully, the sky was overcast and the wind was blowing, so it didn’t get too hot out there. The bases were moved in for the, erm, less athletic of the participants, but the field looked good and even some of the participants were still in their usual finery. Consider the case of Sen. Phil Leventis, who just put his shirt on over what he was already wearing, going to bat in a bow-tie. There were a few surprising incidents beyond that. One was Rep. Bakari Sellers, despite being young and in shape, not always performing as well as you’d expect. Maybe having a tall frame like that isn’t conducive to the ballfield? Also on the House side, Rep. Nathan Ballentine acquitted himself relatively well, still being a young-ish man. One major surprise was the performance of Sen. Chip Campsen. He came to play. The Senator hit well and ran the bases quickly. If there was one criticism, it’s that he doesn’t have much of an arm (maybe you shouldn’t have put him in left, eh Coach?).
The shocker of all shockers, though, was the outcome. Since 2003, the Senate owned the title. This was some real NFC/AFC, AL/NL dominance shit going on. But every streak has to come to an end. The House pulled the upset, coming from 3-0 down to win 7-5 and bring the trophy back to the lower chamber. If there’s not some serious smack-taking going on today at the State House, guys and gals, y’all aren’t doing your job.
With all due respect to Sen. Larry Grooms, his leaving of the Republican gubernatorial primary race was classified in the “when, not if” category. U.S. Rep. Gresham Barrett and Atty. Gen. Henry McMaster are taking a lot of the oxygen when it comes to media, and especially as it comes to money. Dollars may not win the election, but they’ll damn sure kill your chances if you don’t have enough of them. So, U.S. Rep. Henry Brown‘s announced retirement came at just the right time.
Citing a full plate of legislative action and lower than expected fundraising for the fourth quarter, Sen. Grooms told Conservative.SC that he is now carefully considering whether or not to run for the retiring Henry Brown’s 1st Congressional District seat.
“This has been a dream of mine for more than 10 years,” Grooms told Conservative.SC. “This is an opportunity of a lifetime.”
Though the race for SC-01 is going to have a crowded field, it sets up much better for a potential win. After all, Brown was a state representative when he took the seat. Grooms will need less money to compete, both in terms of logistics of paying for getting it on with the voters, and paid media.
If you thought the Taxation Realignment Commission was be-all and end-all of tax reform for the 2009-2010 legislative session, you would be wrong. It gets much more complicated than that. It’ll be interesting if any of these bills get out committee before the TRAC panel returns to the General Assembly with its recommendations in March.

This bill is sponsored by Senate President Pro Tem Glenn McConnell, and the TRAC panel is supposed to take a long, hard look at the Fair Tax. Whether or not it will suggest it is up for debate, which is probably why McConnell proposed this legislation to begin with.
Sen. Hugh Leatherman, chairman of the Senate Finance Committee, is seeking to get more information on spending. His bill deals with having the state’s chief economist submit a report that accurately reflects the anticipated revenue.

It should come as no surprise that Mr. Tea Party, Sen. Larry Grooms, as advocating for the Fair Tax as well. It seems, however, that there are a lot of allowances and twists and turns. Often, we’ve seen that whenever a “simplified tax code” is proposed, it’s never all that simple. Lo, and behold.

OK. Um, what the fuck is up with this one? Sen. Kevin Bryant has submitted a bill that will allow South Carolinians to give extra tax money to the general fund, but the dollars would have to be put up for a specific purpose. We can see the thinking now: “Wow. This is just too goddamn weird. Let’s bury that thing in subcommittee.”

What the hell is going on with the campaign of Atty. Gen. Henry McMaster? His spokesman Rob Godfrey (a guy we actually think is an OK dude) ran some smack on U.S. Rep Gresham Barrett and Lt. Gov. André Bauer, which may have been a mistake. The most absurd bit is, “McMaster’s spokesman, equated the McMaster campaign’s plan not to use opposition research to running ‘a positive campaign.’” Eyes rolling SO HARD.
Gosh almighty, McMaster’s consultants have an in house blogger, for chrissakes. Oh, like Wheels Fogle isn’t going to be doing, and hasn’t already been doing, oppo on Barrett, Bauer, Haley and Grooms?
Somebody please tell the McMaster campaign to quit spewing ridiculous bullshit. It’s getting old.
In a move that’s likely to surprise exactly nobody, S.C. First Lady Jenny Sanford endorsed Rep. Nikki Haley for governor, sending out a news release letter to local media detailing her decision. Haley’s been considered the “Sanford candidate” from the outset, and has worked to ingratiate herself with Gov. Mark Sanford‘s third-party groups since she was elected.
The announcement comes, not surprisingly, before a fundraiser in Charleston.
On another note, when the hell are political reporters in this state call Jenny Sanford’s missives what they are — news releases? What, is she actually sending these things in stamped envelopes, or on heavy paper? Are they written in the same format as the little helper paper clip in Word would suggest? It seems to us that the legendarily toothless journocracy in the Palmetto State is treating her softly because her husband is a jackass. A political actor is a political actor, no matter what’s happened before, and should be treated accordingly.
In other blinding flashes of the obvious, the South Carolina leadership of teabaggery endorsed Sen. Larry Grooms in his gubernatorial run. To the best of our knowledge, it seems like Grooms has been to just about every tea party event in the state.
Last night’s gubernatorial debate between 10 — 10 — candidates was largely a genial affair in which the Democrats and Republicans were mixed with each other by alphabetical order. Because it was sponsored by an environmental organization, the questions centered around environmental protection and issues surrounding economic development, energy exploration and their impact on the flora and fauna, air and water of our state.
In truth, it was more fun to watch the unusual things. Like, say, Lt. Gov. André Bauer‘s high-performing eyebrows. This is an old story, oft-told, but it’s just too damn entertaining. Years ago, we were hanging out at a bar where Liberty is now. It was back when, we believe, Bauer was still in the House. A gal from Carolina who did some work at the S.C. Democratic Party ran into Bauer there one night. She was tall, had red hair, always had the just-right clothes and makeup. From our perspective, she was pretty hot and the type of gal who had a penchant for older men. Anyway, they meet and start talking and hit it off, and he invited her to hang out on a boat on Lake Murray. Then, he kind of had a unibrow thing going on, and it tweaked her a little bit. The way she told the story, she went out to the boat with shaving cream and a razor, which was not received well. Ah, fun and games.
Somebody please head out to the store and pick up Sen. Robert Ford a neck. His head is sitting right there on his shoulders with nothing separating them. Where did the neck go? Is there a lost-and-found for body parts that just up and disappear? This sounds like it rises to the level of a full-blown legislative investigation. We just can’t keep allowing needed parts of our elected officials to go off on their own.
In an interesting occurrence, we switched Sen. Larry Grooms with U.S. Sen. Joe Lieberman, circa 2004. Let’s see if they notice! The end-of-debate push for text updates was simply classic. It eerily reminded us of Lieberman’s debate exhortations for watchers to go to joe2004.com. The man has Groomentum.
There was a second Folger’s slight-of-hand, in which we switched Atty. Gen. Henry McMaster with Colonel Sanders.
We’re wondering when the S.C. Policy Council is going to lay the wood to its friend, Rep. Nikki Haley, for saying that South Carolina needs to provide incentives to businesses. The leadership in the General Assembly did a pretty damn good job of putting together an incentive package to bring Boeing’s 787 Dreamliner production to the state, and the Policy Council went on a week-long wet blanket party afterward.
Also, cavemen, Aaron Eckhart and a few handsome gentlemen.
On a serious note, we were impressed with Dwight Drake‘s performance. If he can challenge for the Democratic lead in the money race, he is going to be a real force. However, his continual references as a gubernatorial adviser is beginning to sound like former U.S. Sen. John Edwards’ “son of a mill worker” refrain.

Tuesday night, 10 candidates, five from the Democrats, five from the Republicans, gathered for the first big gubernatorial debate of the 2010 election season. We watched it, but are going to go back through the recorded audio to see what were the most interesting parts of a mostly uninteresting debate. After all, for anyone who watched early-season presidential debates, when you have that many people on stage, it’s impossible to get the real give-and-take badassery we’ll end up seeing when both parties’ nomination battles go to runoffs next year.
